He said troops of 21 Rashtriya Rifles and the Special Operation Group of the Jammu and Kashmir police launched a joint operation at village Chalpora, Handwara, in the frontier district of Kupwara on Tuesday morning.
As many as 2,493 graves were identified as belonging to foreign terrorists who were killed in counter-insurgency operations.
These individuals often lacked identification to conceal their networks and maintain Pakistan's plausible deniability.
"Heavy casualty is expected on the terrorist side. However, the operation is still in progress as intermittent exchange of firing is going on," a defence spokesman said.

Manzoor Ahmad Magray, 22, was allegedly shot dead by the troopers of 4 Para of the army, who had laid an ambush in Chogal area of Handwara town, 85 kms from Srinagar, in Kupwara district. The sources said the youth had ventured out during the night and the security forces challenged him. Magray failed to pay heed to the warning of the troopers.
The encounter took place at village Malikpora in Vilgam area of Handwara, 85 km from Srinagar, when Army and police launched a joint search operation following information about presence of terrorists there, a senior police officer said.
The Army sources said the five personnel include two officers. According to the sources, a hunt has been launched to trace the missing personnel, while the operation to neutralise the militants was also on.
